The latest Dáil register of interest, filed on February 25, shows Independent Tipperary North TD Michael Lowry listed as the landlord for 1 Montrose Avenue, Foxwood, Kilbarry, Co. Waterford.

According to land registry details, Deputy Lowry first became the owner of the property through his refrigeration company, Garuda Unlimited, on May 23, 2019.

Garuda, which previously traded as Streamline Enterprises, featured in the McCracken and Moriarty tribunals. The tribunals served to damage Deputy Lowry’s political integrity in the 1990s amid a swathe of conflict-of-interest deals with prolific businesspeople.

Deputy Lowry and Garuda were fined €25,000 for tax offences in 2016.

Filings on Property Price Register Ireland show the building was first sold for €322,500 (excluding VAT) on December 17, 2018.

For the years 2019-2023, the property was not declared in the Dáil register of interests.

Daft.ie recorded the same property selling for €365,000 on December 23, 2024.

For the year of 2024, Deputy Lowry listed the property on his Dáil register of interest for the first time, declaring the property as ‘an investment’. 

For the year of 2025, the property was filed differently - Lowry was listed as a landlord for the property, one of his two ‘occupations’ alongside Garuda Unlimited.

Meanwhile, Minister of State for Local Government and Planning John Cummins declared funds in Zurich Life Insurance as well as shares in Ryanair.

Waterford’s other three TDs declared no interests on the register. 

Independent Tipperary South TD Mattie McGrath disclosed his contracts with Waterford City and County Council for his plant hire business, ‘Edmund & M McGrath Plant Hire Ltd.’ 

The plant hire firm earned around €105,000 from Waterford Council projects through the first three quarters of 2024.
