N24 Scheme ‘not ruled out’ despite lack of funding

The scheme has not secured funding for 2025.

At the March meeting of the Piltown Municipal District, Councillors heard the latest updates on the various road schemes throughout the surrounding areas of Waterford. For the N24 Waterford to Cahir scheme, the closeout of Phase 2 is imminently approaching. As of March 5, 2025, the scheme is not expected to receive any additional funding to move on to Phase 3.

Regional meeting

At the Piltown meeting, Senior Engineer for Kilkenny County Council Seamus Kavanagh gave an overview of the road schemes. On the subject of the N24 Waterford-Cahir scheme, he said: “There was a regional meeting between Waterford, Kilkenny and Tipperary, us (Kilkenny) as the lead authority. We wrote a very strong letter with the three Chairpersons of the local authority and the three Chief Executives.

“We got a response from Minister O’Brien on that; he didn’t rule out the scheme. He said he was looking at funding for 2025.” 

Mr Kavanagh noted the recent allocation of Greenway funding from the TII (Transport Infrastructure Ireland), saying: “I imagine that the national road allocations are imminent so hopefully we’ll hear some good news in the next few days.” 

Road schemes

Mr Kavanagh followed up with the updates on other road schemes, including the N24 Carrick Road Mooncoin Safety Scheme. He said: “An application for a Judicial review of the decision by An Bord Pleanála was lodged with the High Court by three applicants in May 2024.

“Based on current information available the timeline for the Judicial Review process will extend into 2025. Listed in Court to seek a hearing date May 12, 2025. The detailed design on the N29 Port Road upgrade is currently at the preliminary design options. The Piltown RRDF is currently completing its Detail Design. 

"Additional surveys are being procured as the topographical survey is outdated. Non-statutory public consultation scheduled for Q2 2025. 

"For the N25 speed camera, civil/site clearance works are to begin this month, as a contractor has been appointed. ESB is expected to carry out enabling works to provide power at the site."
