A decision on the construction of 37 new homes in Newtown Park in Tramore has gone to An Coimisúin Pleanála. Waterford City and County Council previously approved the development on 20 February 2026.

The development proposed by Cosmo Developments Newtown Ltd would provide for a mixture of semi-detached and terraced housing across a two-hectare site, along with upgrades to the surrounding area’s infrastructure.

On 10 March, the Council was notified that a decision would be taken by An Coimisúin Pleanála.

Newtown Park resident David O’Mahony appealed the decision to build new housing.

Writing to An Comisúin Pleanála, Mr O’Mahony said a new development would “seriously injure the visual amenities of the area.”

He said the development would be out of touch with the Council’s 2022-2028 Development Plan, which seeks to protect scenic routes. The site is located near an entrance to the R675, which in turn leads to the Copper Coast, a UNESCO Global Geopark.

Mr O’Mahony said the proposed development would be “excessive and out of character with the local area” while also referencing potential for noise pollution and lacklustre Uisce Éireann infrastructure.

In their original plans submitted to the Council, Cosmo Developments included proposals to construct a new foul drainage system for the site.

The case is due to be decided by 7 July.
