North Quays currently on budget, but there are "pressure points" appearing

Updates on the North Quays Public Infrastructure Project were provided last week by the Council. 

Acting Director of Services with Waterford City and County Council, Sean Dobbs, said that the €207 million development is currently operating within budget.

He added however that there are “pressure point appearing.” 

“I’m conscious the flood defence works are still ongoing and there are flood defence works to still start” Mr. Dobbs said.

He further said than an application has been submitted for the North Quays to receive a portion of the Government’s €1 billion euro Housing Infrastructure Investment Fund, which grants supports for the construction of public infrastructure projects across the country.

Progress at the North Quays site 

Works across the North Quays site are ongoing.

The final rendered finish to the train station northern facade is now complete and scaffolding has been removed from the northern elevation.

Finishing works are continuing to the train station building, including mechanical and electrical fitout and the internal finishing works are well advanced.

The testing and commissioning of the various operational systems required for a train station will progress in the coming months.

External works to the north of the train station are also being finished out, this includes a new northern plaza and setdown areas for buses, bicycles and cars, train platforms, landscaping, lighting and street furniture.

Works on the station’s southern entrance will proceed in 2026.

Upon completion of the main station and railway works, Iarnród Éireann will complete the installation of new trackside signalling, electrical and telecoms equipment through 2026 and into 2027.

The completion of these works will facilitate the opening of the train station towards the end of 2027.

Meanwhile, the flood defence works between Plunkett Station and the new train station have been completed.

The western flood defence works, on the Sallypark side of Plunkett Station, commenced in Autumn 2025 and are ongoing.

The central flood defence works through Plunkett Station are expected to commence thereafter and continue into 2027. 

These works are likely to be complex and logistically challenging as they will progress through the station car parks, entrance and set-down areas. The site is also very spatially confined.

Meanwhile, finishing works are advanced on the sustainable transport bridge and it is anticipated that the bridge will open towards the end of 2027.
