A new affordable housing development will begin construction at Clover Lawns, Summerfields in Waterford City.

The 54-unit development will comprise of 2, 3 and 4-bed homes that start at €255,000.

The development is Waterford’s fifth affordable housing development. The Clover Lawns site is located off the Kilbarry LIHAF road, and when completed, will have almost 1,000 housing units.

The units will be developed by Limerick-based construction company Whitebox.

Waterford Fine Gael TD and Minister of State for Local Government and Planning John Cummins said that there would be further affordable housing schemes in the pipeline for Waterford.

“I am currently working with Waterford City and County Council in relation to schemes in Dungarvan, Ardmore, Kilmacthomas and Crooke which are at various stages, but all have the potential to deliver very significant housing interventions across Waterford,” said Minister Cummins.

“As a Minister in the Department of Housing, my priority is building on the 724 housing units that were completed in Waterford last year.

“We do have a strong pipeline for delivery across 2026 and 2027 which is very encouraging.” 

The Affordable Purchase Scheme is designed for first-time buyers or individuals who have lost out on properties through bankruptcy or breakups of long-term relationships.

Under the scheme, a local authority can take an equity stake of up to €75,000 in a property, reducing the necessary buying power in the process.

An affordable home will have a minimum purchase price set by the local authority. Buyers must prove they can pay the minimum purchase price via a combination of their maximum mortgage capacity, savings and Help to Buy subsidies.
