Deerpark residents disappointed by planning decision

Residents at the Deerpark Estate development have been left disappointed by the decision to build several residential blocks in the area.
An Bord Pleanála have granted permission for the construction of three apartment blocks in the vicinity. The blocks are set to consist of 79 residential units.
In June 2024, building contractors Noel Frisby Construction Ltd. applied for planning permission to build on the site. The application was strongly opposed by multiple residents who stated that the proposal does not adhere to the original plan of the development and would create myriad issues for them. Residents particularly cited issues concerning natural lighting and privacy, as the apartment blocks may look on directly into their homes. They also raised concerns over parking and traffic management.
On March 5, 2025 a Board meeting was held following the issuing of an Inspector's report.
The Board Direction referred to Waterford City and County Development Plan 2022-2028 in its final decision to grant permission.

It stated: "Having regard to the provisions of the Waterford City and County Development Plan 2022-2028, to the 'Regeneration’ land use zoning of the site that allows residential land use, to the 'City Metropolitan Area’ designation of Waterford, to the nature of the proposed development and to the pattern of development in the surrounds, it is considered that, subject to compliance with the conditions set out below, the proposed development would not seriously injure the residential or visual amenities of the area or the amenities of property in the vicinity and would constitute an acceptable form of development at this location."
Under the Board Direction, the developers will have to adhere to multiple stipulations, including creating a landscape plan and traffic management in line with the local authority.
