Parts of a community on the outskirts of Waterford City continue to remain in what one local described as 'limbo land' as it falls between the jurisdiction of two local authorities.

The Ferrybank area is more often than not regarded within the context of Waterford City, however, it straddles the country boundary between Waterford and Kilkenny.

As a result questions have been raised as to who is responsible for services such as road cleaning and maintenance. 

Residents in areas like Belmont Heights and the local creche have voiced frustration that neither Waterford nor Kilkenny Council appears to be stepping up. 

Meanwhile, ongoing tensions over development approvals reflect the boundary dispute. 

Waterford Council has appealed Kilkenny’s recent planning approval for expansion at the years-long vacant Ferrybank Shopping Centre building.

However, critics say boundary reassignment could ease inter-county coordination. 

"Ferrybank straddles the border between Waterford and Kilkenny - administratively divided, although socially it is often considered part of Waterford City," commented on local resident.

"The boundary conflict remains unresolved as both Councils await clarity on responsibilities and long-term alignment."
