A planning application for the development of 73 homes which was previously refused by Waterford Council, has now been overturned and greenlit by An Coimisiún Pleanála.

The site is positioned on the junction between Williamstown Road and the R710 Outer Ring Road and the land to the west of the Farronshoneen Roundabout on the outskirts of Waterford city.

Approved for construction at the location is a mix of one and two storey home, comprising of two bed, three bed and four bed units.

Also approved are 2 three-storey duplex apartment blocks and 1 four-storey apartment block.

Contained within the blocks is a mix of one bed and two bed units.

The planning application was submitted by MKDB Developments Limited in September 2025, and was refused by the local authority’s planning department.

The department said that a steeply sloping vehicular entrance to the site would endanger public safety and would give rise to traffic hazard, and that the proposed development would ‘seriously injure the amenities’ of neighbouring residential properties in the area.

The local authority was also not satisfied with the project’s water drainage proposals or its proposed connection to public water supplies and the public foul sewer.

MKDB Developments Limited subsequently appealed the Council’s decision, and submitted points to An Coimisiún Pleanála disputing the Council’s reasons for refusing.

Last week, An Coimisiún Pleanála inspectors gave the go-ahead for the progress to commence, subject to 24 conditions.

In her report, Planning Inspector Bernadette Quinn said: ‘It is considered that the proposed development would not seriously injure the residential amenities of property in the vicinity, would be acceptable in terms of traffic safety and convenience and surface water drainage, and would be capable of being adequately served by wastewater, surface water, and water supply networks and would therefore be in accordance with the provisions of the Waterford City and County Development Plan 2022-2028. 

'The proposed development would, therefore, be in accordance with the proper planning and sustainable development of the area.’
