'We can't control that' - questions over Waterford's Deerpark Estate

At the September meeting of the Metropolitan District, Councillor Joeanne Bailey (Sinn Féin) spoke about Deerpark Estate.

The Waterford City South councillor asked about houses available through the Choice-Based Letting (CBL) scheme and prospective residents.

Cllr Bailey said: "On housing, in Deerpark there's four, I think, houses in the estate. 

"On Deerpark in general, there were concerns from residents about new building works there."

A member of the Executive said: "In regards to Deerpark, people will be moving in, October or November is the date I have. In regards to new build works in front of Deerpark, I can't comment on that, it's a private developer, we can't control that."

Residents' concerns

In 2024, residents in Deerpark Estate launched an appeal against the proposed development of apartment blocks in the estate, arguing that the proposed buildings would impede on their privacy, natural light and would devalue their own property.

The proposed development included 79 no. apartment units located within three apartment blocks, comprising Block D, Block E, and Block F, to be constructed by Frisby Homes.

In April 2025, residents were disappointed to learn that they had lost their appeal to An Bord Pleanála. One resident told Waterford News and Star: "We were provided misinformation, because I believe that there was a master plan for this area. We collectively feel we were sold a lie when we bought these houses, and collectively would not have bought in Deerpark had we known what was planned.”

In rejecting the appeal, the An Bord Pleanála Inspector's Report stated: "The 3-5-storey development proposed, with 2-4 storeys at the northern elevations, would have no significant overbearing impact when viewed in the context of the existing streetscape and would provide for an appropriate transition between the existing two storey dwellings at Deerpark and the 4-5 storey apartment buildings permitted and proposed adjoining the Outer Ring Road."
