Questions over whether Waterford Council appealed Ferrybank centre decision by Kilkenny

Queries over proposed works at Ferrybank were raised at a recent meeting of the Metropolitan District Council. 

Councillor Mary Roche (Social Democrats) said: "Can I ask if the Council has submitted a formal appeal to Ferrybank Shopping Centre? As you know, Kilkenny County Council granted permission for a 6,000 square feet of shopping in that centre." 

Cllr Roche asked for clarity on how the recent planning permission could align with the joint retail strategy. In August 2025, it was announced that conditional planning had been granted for commencing operations at the site. The shopping centre has been vacant since its construction was completed in 2008.

Senior Executive Officer Claire Hartley confirmed to Councillor Roche that an appeal had been sent by Waterford City and County Council to Kilkenny County Council over Ferrybank. 

South Plaza

Cllr Roche also queried about the works on the South Plaza of Waterford City and the upcoming Winterval festival. She stated: "Can I ask that every effort be made to have that open for Christmas?"

A member of the Executive said that the works on the South Plaza were "very close to completed". 

He said: "We're getting very close to Christmas and we've been consulting with the Winterval committee. We haven't given them any commitment. We've indicated to them that it won't be ready. 

"Obviously, once works are complete we have to do snagging and safety ordinances."
