Waterford City and County Council is inviting Expressions of Interest for potential housing development lands. 

Potential Housing Development Lands Waterford City and County Council is inviting written expressions of interest from landowners and developers regarding lands that may be suitable for future residential development in the period to 2040.

This non‑statutory consultation process is being undertaken in response to The National Planning Framework (NPF) - First Revision 2025.

A spokesperson for the local authority said referenced the Section 28 Guidelines: NPF Implementation - Housing Growth Requirements (2025): It is intended that the consultation process will assist in the timely release of appropriately zoned land for residential development in order to streamline and phase the delivery of essential enabling service infrastructure by the council, service providers, and the private sector.

Ivan Grimes, Director of Services for Planning with Waterford City and County Council said: “The premise of the Waterford City and County Development Plan is to roadmap Waterford’s progression, based on sustainable social, environmental, and economic growth through resilient communities.

“With this in mind, we must ensure an adequate supply of appropriately located, zoned, and serviced land."

"The purpose of the expressions of interest call is to gather information on privately owned lands with potential for future housing development, and to better understand the availability of such land across Waterford city and county," said Mr Grimes.

Full details of the expressions of interest call, including the relevant application form and supporting documentation can be found on Waterford City and County Council’s public consultation portal.

"It is important to note that all expressions of interest made to the planning authority should take due account of the policies and objectives of the Waterford City and County Development Plan 2022–2028 which support the proper planning and sustainable development of Waterford," said the spokesperson.

Submissions can be made in writing, by post to: Expressions of Interest call, Planning Office, Menapia Building, The Mall, Waterford X91 FXN4. 

Submissions must have 'Expressions of Interest call', clearly stated on the envelope.

Online submissions can be made through Waterford City and County Council public consultations portal https://consult.waterfordcouncil.ie/
