Funding for Outer Ring Road and Ballybeg link

THE Outer Ring Road and the Ballybeg Link Road are the two major projects in the city area to benefit from substantially increased grants for non-national roads announced on Monday by the Minister for the Environment, Martin Cullen.

Overall funding for non-national roads in Waterford is up by 59% - with the City Council receiving €10.637m, the Co. Council receiving €10.293m and Dungarvan Town Council getting €253,000 in 2004.

“Smoothing the way for road users with better and wider roads,” was the message from Minister Cullen under the funding package announced this week every county in the country would benefit by an average of €4,610 per kilometre of non-national road. “The record grants to Waterford City Council are to finance an expanded Strategic Non-National Roads programme in 2004, which has seen an increase in funding from €3.56m in 2003 to €7.53m in 2004. The schemes, which will benefit in 2004, are the Ballybeg Link Road and the Outer Ring Road.

“Waterford County Council’s Specific Improvement Grant has increased from €1.655m in 2003 to €2.05m in 2004,” added the Minister. The City Council’s discretionary block grant amounts to €480,000 while the special block grant for footpath / carriageway restoration is €605,000. The Outer ring Road to the county boundary and the Carrickpherish Road will receive a combined €1.5m by way of specific improvement grant. The biggest expenditure will be for the Outer Ring Road with €7m and the Ballybeg Road which has received an allocation of €0.53m. Projects which will receive Regional Traffic Management grants are Browne’s Road / Lismore Park (€20,000), Maypark Road (37,000), Military Road / Morrisson’s Road / Yellow Road / Ozanam Street (380,000). A sum of €20,000 will be provided for the provision of speed ramps at six residential areas.

The Minister has also allocated €25,000 in Low Cost Safety Grants and €25,000 in non-national roads staff Training Grants. Waterford Co. Council is to get €5.515m in Restoration Programme grants, to finance road pavement works in accordance with the 2002-2005 multi-annual programme prepared by the County Council. Works on surface dressing, surface restoration and road reconstruction will be financed from that grant. €1.325m will be paid in discretionary (block) grants for improvement and maintenance works to be selected by the County Council. €1m in Strategic Non-National Road grants for the continuation of works on the Tramore Ring Road (phase 5). €2.050m will be paid under the Specific Improvement Grants Scheme. These grants are paid for specific improvement schemes, which aid local economic development and employment creation. The projects being funded under this grant category in 2004 are: the access road to the proposed new passage East ferry terminal which will get €200,000, phase one of the Dournore / Dungarvan road, €200,000 for Ballinagoul to Helvick, €300,000 for cliff stabilisation at Helvick, €300,000 for the Waterford Road Roundabout which is part of the Tramore Ring Road.

Minister Cullen has also announced €300,000 for the Tramore / Slieveroe road, €300,000 for the road to Dunmore East and €250,000 for the airport road.

A further €68,000 will be provided for Low Cost Safety works at six locations and €30,000 will be paid in Road Worker Training Grants. Dungarvan Town Council will receive €95,000 by way of discretionary block grant and €158,000 as a special block grant for footpath/ carriageway restoration.
